The Residential Landlords Association (RLA) has called on the Communities and Local Government (CLG) to "stamp out" the UK's worst landlords.
According to the chairman of the organisation Alan Ward, the CLG could be using measures that are already implemented to assist the buy to let sector.
More than 60 legislative measures already exist, he explained.
Referring to housing minister John Healey's plans to introduce a property hotline and a national register for landlords, Mr Ward stated that the move will cost £300 million.
"The RLA supports the raising of standards for landlords and good management of rented property," he claimed, adding that the organisation wants to see a cost-benefit analysis of the government's plans.
Mr Healey said the moves would give protection and practical help for tenants in privately rented homes.
Included in this is a scheme that would allow tenants to give "tripadvisor style" feedback on their landlords.
Mr Ward said there are risks in this sort of service, which are evident from Ebay's policy changes on allowing customers to give feedback.
